Question: Car export tax?

I wanted to buy a car today for my friend who lives outside U.S. The dealer said me that he does not know anything about car export. The dealer is in Virginia, and I live in Maryland. He said he'll give me a 30 day temporary tag and issue a bill-of-sale.

Does anybody know if I can export the car with bill-of-sale and temporary tag within 30 days (without paying sales tax and registration fees to Maryland) ?

Or will I need to pay taxes and fees anyway (even if I am not going to use it here) ?
