Who Can 1099

Question: A wrongly issued 1099 by a ex-employer who has closed his office?
What help can i get from EDD, IRS or somebody else to have the ex-employer correct his mistake? Currently he still keep a phone line open and i left message and no one call me back after a week of waiting.
Answer: If you didn't receive the money, just ignore it, for the most part.
If you're receiving unemployment, and it affects your payment, appeal to the EDD.
There is some debate among tax professionals as to whether, if you normally file a schedule C, whether you should report it in gross income and back it out in the expenses category (money not received), or not report it, but use an attachment to the Schedule C, noting that you received a 1099 which does not correspond to a payment received. Either way, if you didn't receive it, it's not taxable.
